Running for some three miles along the eastern shore of San Diego Bay between Harbor Island in the north and the cruise-ship terminal at the foot of Broadway, North Harbor Drive is one of the most photographed waterfront thoroughfares in southern California. The boulevard forms the spine of the popular Embarcadero district, a long stretch of bayfront parks, museums, ships, restaurants and the city's busiest cruise-ship terminal that has become one of the most heavily visited stretches of public waterfront in the western United States. The boulevard was developed in stages through the twentieth century as the city's working waterfront gradually transitioned from heavy industrial use to a mixed cultural and tourism district. The handsome San Diego Civic Center to the east and the redeveloped North Embarcadero to the west reflect a 290-million-dollar long-term waterfront-revitalisation programme that has progressively widened the public promenade and added new public art installations. The boulevard's mile-long northern stretch runs past Harbor Island, the long man-made island built up from dredge spoil and now home to luxury hotels, marinas and waterfront restaurants, before continuing south past the busy USS Midway aircraft-carrier museum, the Maritime Museum of San Diego with its long row of historic vessels and the open-air Tuna Harbor Park. The southern stretch passes the impressive cruise-ship terminal at the foot of Broadway, where great Princess Cruises, Holland America and other lines disembark thousands of passengers on busy turnaround days. The street then continues past the new Embarcadero Marina Park North, with its iconic outdoor sculpture Unconditional Surrender (a 25-foot bronze recreation of the famous 1945 V-J Day kiss photograph), and on past the historic Hyatt Regency hotel. The wide sidewalks throughout are popular with joggers, cyclists, walkers and skaters, with bike-rental concessions at several points. Public parking is generally available along the boulevard, though it fills quickly on busy weekend days and during major cruise turnarounds.
